Setup, Copy, and Customize Performance Measures

Performance measures are a set of indicators that providers use to monitor the quality of care provided to clients. The measures are used by grantees at the provider or system level. CAREWare includes all CORE and HAB measures created by HRSA for distribution. Performance measures are used in their original format or modified for use by the agency under Setup, Copy, and Customize Performance Measures.

 

Note: HRSA Defined and Read Only performance measures can only be modified by making a copy and modifying the copy of that measure.

To setup new performance measures, follow these instructions:

 

  1. Click Reports.

  2. Click Performance Measures.

  3. Click Setup, Copy, and Customize Performance Measures.

 

 

  1. Click Add.

 

 

 

  1. Enter a name.

 

Note: The performance measure name appears in custom reports as field and filter options. Make sure to use a name users may recognize for other reports for the measure.

 

  1. Enter a Code.

 

Note: The code can be used to group measures used for a similar purpose together. This may make it easier for setting up performance measure groups. The code can be any eight letters and/or numbers. Example: A performance measure for clients with viral loads and Medical Case Management services could be coded as VLMCM100.

 

 

  1. Enter a Description of the measure.

  2. Enter a Numerator Description.

  3. Enter a Denominator Description.

 

Note: These descriptions are a good opportunity to write out the definition of the measure. That is an important first step to writing a performance measure as preparation for selecting filters. The description of the measure informs which filters are required in the measure.

 

 

  1. Click Save.

 

 

Once the descriptions are saved, those descriptions can be used to inform which filters are required for the denominator and the numerator.

 

 

The descriptions are listed under Manage, when creating or editing a performance measure. It is usually best to start with the denominator filters first. In this example, the denominator filters need to be selected to meet the criteria for clients with a Medical Case Management service within the last year.

 

Note: Performance Measures filter options are based on the Demographics Custom Report Type custom reports. For more information on custom reports and report types, click here.

 

For the denominator filters for this example performance measure, there are a number of options that would create a list of clients that had a Medical Case Management service within the last year. One option could be selecting Visits By Service Category in Date Span as a filter. That filter includes options to select a service category, a date span, and the number of services a client had.

 

To add the denominator filter to the performance measure, follow these instructions:

 

  1. Click Denominator Filter.

 

 

  1. Click Add.

 

 

 

  1. Enter the name or keywords for the filter in the search field.

  2. Click the field to highlight it.

  3. Click Use Field.

 

 

  1. Complete any required subfilters (In this case, by selecting Medical Case Management, 12 for Max Months, 0 for Min Months, and No for Cross-Provider).

  2. Click Next.

 

 

 

  1. Complete any required Criterion Details (In this case, 1 for >=).

  2. Click Save.

 

 

Once the Denominator filter is added, complete the numerator filter by following these instructions:

 

  1. Click Numerator Filter.

 

 

  1. Click Add.

 

 

  1. Enter the name or keywords for the filter in the search field.

  2. Click the field to highlight it.

  3. Click Use Field.

 

 

  1. Complete any subfilters (In this case, Viral Load for Lab, 12 for Max Months, 0 for Min Months, No for Cross-Provider).

  2. Click Next.

 

 

  1. Click Save.

 

 

Now that the performance measure is defined, the denominator and numerator are complete, the results can be reviewed using Run Performance Measures, a client list can be created by using Create Client List, or the measure can be added to a Performance Measure Group.

 

To copy performance measures so they can be modified, follow these instructions:

 

  1. Click a measure to highlight it.

  2. Click Copy/Customize.

 

 

Note: Once copied, CAREWare adds additional text to the name and generates a random code making the measure unique from the original.

 

 

  1. Click Edit Performance Measure Setup.

 

 

  1. Change the name and code so that they are recognizable for the new measure.

  2. Update descriptions to match the new definition of the measure.

  3. Click Save.

 

 

Once the name, code, and descriptions are updated, the measure can be edited using the same steps used to create a new measure. Again it is ideal to use the descriptions as a guide for the filters and to start with the denominator filters first to define which clients are included in the measure and of those clients which ones meet the measure based on the numerator filters.

 

To customize an existing performance measure, click on a measure to highlight it and click Manage. Edit the measure using the above mentioned steps for creating a new measure.
